The fact is that Istanbul 4 star Plus hotels are, in fact, five star hotels with a reduced price. This is due to the fact that the rules of hoteliers in Turkey are very strict.
It is very difficult to get five stars on the facade of the hotel. It takes years of hard work and investment.
