Usually, breakfast is included in room price. You can have your dinner in a little restaurant, which are abundant everywhere in Istanbul. If you have your holiday in a sea-resort hotel, you should better have your dinner where you stay. In continental Turkey, it is totally up to you where to eat in evening.
